The agreement to sign Brazil international Raphinha was pending the 25-year-old winger passing a medical. Leeds also confirmed it had reached an agreement in principle with Barcelona.

Barcelona president Joan Laporta also said the club is keeping Dembélé, who is expected to have his contract extended until the end of 2024. Dembélé performed well this past season after refusing to leave on a loan.

Laporta did not answer questions on whether Barcelona was still trying to sign Robert Lewandowski from Bayern Munich. Laporta said recently that Barcelona had made an offer for the striker.

The Catalan club has been recovering after enduring a dire financial situation prompted by the pandemic with past club officials also blamed for poor administration.

Financial details of the Raphinha transfer were not immediately disclosed, but local media said Barcelona would pay nearly 60 million euros ($60 million) plus add-ons.

Barcelona called Raphinha a player who is “excellent in one on ones, with taking on defenders a key part of his game.” It called him a “difference-maker.”

Raphinha made his debut with Brazil’s national team last year and is set to make the squad for the World Cup in Qatar later this year.

Raphinha moved from Brazil to Europe early in his career, joining Portuguese club Vitória Guimarães before moving to Sporting Lisbon for 6.5 million euros in 2018.

He went to Rennes for 21 million euros in 2019, then joined Leeds a year later and quickly became a key player in Marcelo Bielsa’s squad.

TRINCÃO TO SPORTING

Barcelona said it sent Portuguese forward Francisco Trincão on a one-year loan deal to Sporting Lisbon. The deal includes an option for Sporting to keep the 22-year-old player.

Trincão joined Barcelona from Braga in 2020 but struggled to make an impact, scoring three goals and earning two assists in 42 matches before being loaned to Wolverhampton last season.

United has won four straight matches since agreeing to terminate Ronaldo’s contract during the World Cup, the latest coming Tuesday in a 3-0 victory over Bournemouth in the Premier League.

And without Ronaldo, who hours earlier was presented to thousands of fans at Al Nassr against a backdrop of fireworks and smoke machines, United is firmly ensconced in the top four and looking good to qualify for the Champions League on current form.

Winning the title might be a stretch, though.

SAN DIEGO (AP) — A new policy implemented by the San Diego Police Department sets parameters on how officers respond during demonstrations, from when they give dispersal orders during protests deemed unlawful to when they fire less-lethal rounds, a newspaper reported Sunday.

The rules were formed following last year’s recurring protests against police violence in San Diego and across the nation, the Union-Tribune reported.

Some San Diego protesters decried the way police responded to the demonstrations — at times in tactical gear and large numbers, and with force. Meanwhile, San Diego police described some of the protesters as unruly, saying some threw rocks and bottles at officers on the front lines, the newspaper said.

The new policy was unveiled Thursday when the department uploaded a 15-page document to its website. A police spokesman told the Union-Tribune that department leaders were not available to discuss it.

The department’s goal, the document states, is to ensure demonstrations stay peaceful, prevent criminal activities, control traffic and “facilitate the safe exercise of an individual or group’s First Amendment rights.”

The policy assigns several key duties to a designated incident commander, beginning with the development of a contingency plan. To determine the appropriate resources and level of preparedness, the incident commander should consider factors including the composition of the group that is expected to turn out and the size, time and location of the demonstration.

Other considerations include whether arrests or unlawful acts, including riots, are “planned or likely.”

During a demonstration, the policy notes, officers may encounter individuals who engage in criminal activities that don’t reflect the larger crowd. In those instances, if feasible, officers must address the crimes with little disruption to the demonstration.

It is up to the incident commander to decide whether to declare a demonstration unlawful under state law. The incident commander must consider factors including the number and nature of unlawful acts, the threats to people or property and whether arrests would be more appropriate than forcing the crowd to disperse.

If the demonstration is deemed unlawful, the policy requires at least three dispersal orders, in Spanish and English. An officer must make the announcements through equipment such as a bullhorn or public announcement system. Crowds must be given “ample means of egress” and “reasonable time” to comply, the policy states.

Before the orders are announced, officers must turn on their body-worn cameras, the newspaper reported.
